The initiative Capacity Building and Formulation of Local Legislation and UNSCR 1325 and 1820 is an innovative approach to the promotion of good governance at the local level and effective political participation of women in conflict-affected communities. GNWP implemented the initial phase of this project in Burundi in June 2010, in the Philippines in February 2011 and in Nepal in June 2011. Follow-up work is taking place in the Philippines and Nepal in 2012. Additionally, workshops will be held in Colombia and Sierra Leone.
Guided by the principle of local and national ownership and good governance the project creates channels for better coordination, cooperation and coherence among national and local stakeholders in the work around UN Security Council Resolutions (UNSCR) 1325, 1820 and the supporting resolutions on women and peace and security.
GNWP and its members reach out and enhance the capacity of local government officials including provincial governors, mayors, vice mayors, district councilors, community leaders, religious leaders, aleemat (Muslim women religious scholars in the Philippines), local police forces, teachers, and other key local actors by raising their awareness of the resolutions and the National Action Plans (NAP) on UNSCR 1325 and 1820. The workshops are designed based on the participants’ level of awareness of the laws and policies as well as the mandates of the local policy makers to formulate and implement legislation. They enable the local actors to examine the applicability and use of the NAP to address the specific peace and security context in their communities with a particular focus on women’s participation in decision-making and all peace processes; and sexual violence prevention.
The follow-up work in Nepal and the Philippines will include drafting of accessible process guidelines for district and village officials, on integrating the National Action Plans on UNSCR 1325 and 1820 into local development plans.
