The Global Network of Women Peacebuilders (GNWP) will conduct joint capacity building workshops on UNSCR 1325 and 1820 and related regional and national laws for local district officials and leaders of women’s groups from communities most affected by violent conflicts. The workshops will be designed based on the participants’ level of awareness of the laws and the mandates of the local policy makers to formulate and enforce directives and by-laws for their constituents. The capacity building workshops will be interactive and participatory and emphasize ownership and participation of local stakeholders. The capacity building workshops will be held back-to-back with workshops in formulating directives and by-laws to implement USCR 1325 and 1820 with a particular focus on the issue of sexual violence. The main participants in the local legislation workshop will be the district officials and council leaders. Leaders of women’s organizations will serve as resource persons. The GNWP will also invite legislative specialists in country to serve as expert advisers.
This activity is an innovative approach to the promotion of good governance at the local level and effective political participation of women in conflict-affected communities. The GNWP implemented the initial phase of this project in Burundi in June 2010, in the Philippines February 2011 and in Nepal in June 2011.
